In a food processor or blender add onion, green onion, sesame oil, water, pepper, brown sugar, soy sauce, rice wine vinegar, garlic, and ½ cup of chili sauce. Puree to produce marinade.
Place ribs in a pan and top with marinade. Cover and refrigerate overnight.
Set smoker to 225 degrees f using your favorite wood. Place the ribs on the racks and cook for 2 ½ - 3 hours.
Wrap the ribs in foil and brush with some of the chili sauce. Return to the smoker to smoke and steam for 2 hours at 225 degrees f.
Remove ribs from smoker then unwrap and brush with chili sauce return to the smoker placing on the rack at 225 degrees f for another hour to caramelize the sauce. You have been waiting long enough, enjoy.
